Losing an identity document can cause serious problems. Whether it is your driver’s license, Social Security card, passport, birth certificate, or state ID, replacing it quickly helps protect your identity and restore access to important services.
To replace lost identity documents, you must request certified duplicates from the specific government agencies that issued them. If you have lost all forms of identification, the standard strategy is to request your birth certificate first, as it proves citizenship and is required to obtain the other primary documents.
The step-by-step process for replacing each key identity document is detailed below.
1. Birth Certificate
To request a certified replacement copy of a Virginia birth certificate, you must submit an application through the Virginia Department of Health (VDH) Office of Vital Records. Each standard record search and certificate copy costs $15.00. There are four ways to obtain your certificate, ranging from immediate in-person pickup to online processing.
Application Methods
Online Application: You can submit your request directly through the VDH Office of Vital Records’ new, fully digital portal. This method provides a tracking number so you can monitor your request via email or text message (SMS) updates. Processing typically takes 2 weeks.
In-person at the DMV: You can visit any full-service Virginia DMV Customer Service Center and request your birth certificate at the counter. If the record is found in the system, you can take it with you immediately. The DMV option costs $17.00 ($15 state fee + $2 DMV processing fee).
In-person visit or document drop-off: You can visit the Virginia Department of Health Office of Vital Records customer service lobby in Richmond. It is open Monday through Friday, from 7:00 a.m. to 4:00 p.m. You can drop off your completed application or wait for it to be printed. Applications for same-day pickup must be submitted before 2:00 p.m.
By mail: Download, print, and complete the “Application for Certification of a Vital Record” form. Mail it along with a copy of your ID and a check or money order payable to the State Health Department to the following address: Office of Vital Records, P.O. Box 1000, Richmond, VA 23218. Mail-in applications take approximately 4 weeks.
Required Information and Identification
To prevent identity fraud, access to Virginia vital records is restricted to immediate family members (yourself, parents, spouse, siblings, or children). You must provide:
- Full name at birth, exact date of birth, place of birth, and the full names of both parents (including the mother’s maiden name).
- A legible copy of a valid government-issued photo ID (such as a driver’s license or passport).
2. Social Security Card
To replace a lost Social Security card in Virginia, you must request a duplicate from the Social Security Administration (SSA). This service is free, but there is a limit of three replacement cards per calendar year and ten over your lifetime. The easiest way to apply is online, although you can also visit an office in person or submit your application by mail.
Application Methods
Online (the fastest option): You can request a replacement instantly by creating or logging into your personal “My Social Security” account. To qualify for an online replacement, you must be a U.S. citizen over the age of 18, hold a valid Virginia driver’s license or state ID, and not require any changes to your name or personal information. The card will arrive by mail within 7 to 10 business days.
In person: If you do not meet the requirements to apply online (for example, if you do not have a valid Virginia photo ID), you can visit a local SSA office. In the Richmond area, the Social Security office on Broad Street serves both walk-ins and individuals with scheduled appointments. You can print and complete the Application for a Social Security Card (Form SS-5) in advance to save time.
By mail: You can mail the completed Form SS-5 along with your original identity documents to your local SSA office.
Note: Photocopies are not accepted; therefore, you must send your original birth certificate or passport, which will be returned to you by mail separately.
Required Documents
If you cannot use the online portal, you will need to provide proof of citizenship and identity. You must bring or mail:
Proof of U.S. citizenship: Your certified birth certificate (which you can obtain through the Virginia Department of Health, or VDH) or a U.S. passport.
Proof of identity: A valid, current document showing your name, identifying information, and—preferably—a recent photograph. Acceptable options include a driver’s license, state ID, or U.S. passport. If you do not have a valid photo ID, the SSA might accept a school ID card, a certified copy of your medical records, or a U.S. military ID card.
3. Driver’s License or State ID
To replace a lost standard driver’s license or state ID card in Virginia, you must submit a replacement request to the Virginia Department of Motor Vehicles (DMV). Replacing a driver’s license costs $20.00, while replacing a state ID card costs $10.00. You can complete this process online if you meet the basic requirements or visit an office in person.
Application Methods
Online (the fastest option): You can request a replacement online if your current address matches the one on file with the DMV and you do not need a new photograph. You can submit your request through the Virginia DMV online services portal. Payment is made via credit or debit card, and you will be able to print a temporary receipt. Your physical card will arrive by mail within approximately 15 days.
In person: You must visit a physical DMV office if you have outstanding fees, need a new photograph, or decide to upgrade your standard document to a REAL ID (which complies with federal standards). You can complete the Virginia driver’s license and ID application online before your visit to save time. Walk-in service is available in most cases, though you can also schedule an appointment online.
Required Documents (for in-person visits only)
If you apply online, no physical documentation is required. If you must visit a Virginia DMV Customer Service Center in person to verify your identity, you will need to present the physical originals of the following documents:
- Proof of identity: Such as a certified birth certificate or a valid passport.
- Proof of legal presence: Such as a U.S. birth certificate or citizenship documentation.
- Proof of Social Security number: You do not need the physical card; if you know your number, the DMV can verify it electronically.
- Two proofs of Virginia residency: Such as a utility bill, bank statement, or residential lease agreement showing your current physical address.
Note: If you decide to upgrade to a REAL ID during this replacement process, a one-time additional fee of $10.00 will apply.
4. U.S. Passport
To replace a lost or stolen U.S. passport, you must apply in person at an authorized passport acceptance facility. Because a lost passport is a major security risk, the process cannot be handled online or entirely by mail. The standard routine application costs $165.00 total ($130 Department of State fee + $35 facility execution fee).
To secure your identity and get a replacement, follow this breakdown of the required steps.
Step 1: Report the Loss Immediately
Before applying for a new card, you must invalidate your previous passport to protect against identity theft. You do not need to report it if it has already expired.
How to report it: The fastest method is to submit a report online via the U.S. Passport Application Wizard.
Alternative paper method: You can print, complete, and sign Form DS-64 (Statement Regarding a Lost or Stolen Passport) and bring it to your in-person appointment.
Step 2: Schedule an in-person appointment
You will need to submit your replacement documents to an authorized passport agent.
Where to go: Most local post offices, public libraries, and regional court clerk offices serve as application acceptance facilities.
How to schedule the appointment: You can find nearby facilities and book a slot directly through the USPS Passport Appointment Scheduler.
Step 3: Prepare your documentation
Bring the following physical documents to your appointment. Do not sign the application form until the agent instructs you to do so.
Form DS-11: The standard application for a U.S. passport.
Form DS-64: Your statement regarding the loss (if you did not previously report it online).
Proof of U.S. citizenship: A certified birth certificate or a certificate of naturalization (plus a clear photocopy).
Proof of identity: A valid photo ID card, such as your Virginia driver’s license (plus a clear photocopy of the front and back).
Passport photo: A recent 2×2-inch color photo that meets all State Department passport photo requirements. Many post offices can take this photo for you during the appointment for an additional fee.
Step 4: Pay the fees (two separate payments)
Government regulations require you to pay the two required fees using completely separate payment methods:
Payment 1 ($130.00): Payable to the “U.S. Department of State.” It must be made via personal check or money order. Write the applicant’s full name and date of birth on the memo line of the check.
Payment 2 ($35.00): Paid directly to the post office or appointment facility to cover administrative processing costs. Generally, this payment can be made by credit card, debit card, check, or cash.
